During his term as Congressman

He offered financial assistance to indigent families for his district in the form of hospitalization or burial expenses under the DSWD.

He also bestowed assistance for hospitalization under Philippine General Hospital, the Philippine Heart Center and National Kidney & Transplant Institute for his constituents referred to Manila by the doctors in the province.

He provided each barangay in the different municipalities of the 1* district with a patrol car for them to use in case of emergencies, a patrol boat for island barangays. He was able to provide the Municipality of Pilar together with PFDA and BFAR the Pilar Fishing Port.

He constructed the Skywalk at Roxas Avenue to provide easy accessibility to the people.

He has made available scholarship funds to those deserving students who cannot afford to finish a degree.

He imparted irrigation facilities to his farmer constituents.

He provided barangay health workers in the different barangays in his district medical kits complete with nebulizer and blood pressure apparatus for use of his constituents.

He provided barangay tanods in the different barangays in his district tanod kits to help them in the peace & order and security of their barangays. Through his efforts the replacement of Agbalo Bridge in Pontevedra and the Anhawon Bridge in Panay was provided and funded for by the DPWH Working hand in hand with the National Electrification Administration he made sure that Sitio Electrification in his district was granted School buildings, health centers, daycare centers & other multi-purpose buildings, cemented roads and concreting of farm to market roads are also among his priority projects for each barangay.

He furnished science laboratories to different schools as well as speech laboratories.

He disseminated water pumps to his district most especially barangays in the upland areas.

He created the Roxas City Circumferential Road for easy accessibility to commuters and businessmen.

During his term as Mayor

He acquired a lot at Baybay Beach through expropriation & developed it into a park so that the people will have free access to the beach and have fun. He provided each barangay with a patrol car for them to use in case of emergencies.

He provided Philhealth to all Barangay Health Workers & Tanods as well as the indigents of every barangay.

He constructed the Tourist Information Center with the help of Capiz Circle, USA to assist the visitors of the City.

He beautified the City Plaza and its surroundings. Balay Kapisnon and the Display Center were built to let our visitors see the products proudly made from Roxas City and Capiz. Built the Paseo de Catedral for people to shop and dine.

He reconstructed the Teodoro Arcenas Trade Center into a world class market and commercial center to improve the quality of service.

He formed the ACTION AGAD HOTLINE as a feedback center for any complaints from his constituents.

Coastal Resource Management was created to protect our water resources. Retrieved the lot of the city from the Department of Agriculture and converted it into an educational Plant & Tree nursery facility known as “HORTUS BOTANICUS.

He acquired and developed a 5 hectare relocation site for the squatters at Brgy Bolo and a 2 hectare lot for the City Government Employees at Brgy. Dinginan.

He also developed and donated 1 hectare for “Habitat for Humanity – Roxas City”. He made Roxas City famous as the “Seafood Capital of the Philippines”.

He placed a police outpost in all 4 exits if the City to protect the interest of the public.

He reconstructed the old water tank and made it into a museum. Payment of all mandated fees in all public elementary and secondary schools with budget coming from the Special Education Fund of the city thereby facilitating free elementary and secondary education. Extended Livelihood and Financial Assistance to families with livelihood loans ranging from P2,000 to P13,000 per recipient. This program is being handled by the local Social Welfare and Development Office.

People empowerment through Barangay Health Workers wherein volunteers from the different barangays act as the frontliners of our primary health care delivery system. Each Barangay Health Worker takes care of 20 households at present.
